IMM 0008 GENERIC FORM QUESTION

I am resubmitting my application after initial refusal from CIO in Sydney. Since a representative filled out the forms for me the first time, I have a very simple question: it says in the application guide that the IMM 0008 Generic form should only be filled by me, the principal applicant; however, when my representative submitted the application to Sydney the first time she submitted one form for me and one for my spouse so I am confused. I am referring to the first application to the CIO in Sydney. Feedback is much appreciated.

IMM 0008E -Generic form is combined for the principal applicant and for the family members. There is no need to prepare individual forms.

You just need one IMM008 form filled by Principal applicant.

Your spouse will need to fill only the following forms
Background check form
Additional Family Informattion form

Since you are asking this question in a topic under Skilled Worker / Professional Immigration, may I ask you, on whose professional qualification are you going to apply for immigration? If the answer is 'yours', then, 'you' are the primary applicant. If it is your dad's qualification based on which you are applying, then he is the primary applicant! A father can be a sponsor of his children. Hope it helps.

Oops since I am new to this forum I am quite confused so didn't noticed under which category I was posting my doubts ::)
I am applying as refugee and my father is sponsoring us. Is it necessary that the among the family members outside Canada the eldest one needs to be the principal applicant?
