To get a temporary work permit, you also need a job offer and a labour market opinion accepted before you can apply for one. If you want to try for a student visa, you need to have been accepted by a university or college and you need to show that you have enough money to pay your tuition and survive for the first year. Whether you come to Canada on a work permit or study visa, there will be other options for you to immigrate later, for example provincial nominee programs or Canadian experience class.
