IME exemption for dependants

Hello! I am asking on behalf of my son. He applied for NBPNP, which included his two dependent children. AOR received, and biometrics are done. Because of the temporary measure to exempt foreign nationals from IMEs, he included his previous medical exam results in the PR application, as well as his dependants’ as they had also done their medical exams in the past in their home country. All of their medical exams had good results and were done in the last five years.

Unexpectedly, the IRCC just sent two IME requests for his dependants. Could this be a mistake? Do they still need to do the IME again?

This part of the public policy is particularly relevant, as it does seem to also consider accompanying family members as exempt, and explicitly excludes the requirement for them to have Canadian residence (this requirement is in section 1(i), which only applies to the principal applicant):

Conditions (eligibility requirements) applicable to foreign nationals who are an accompanying family member of a principal applicant on an application for permanent residence (for a permanent resident visa or applied to remain in Canada as a permanent resident)
  1. The foreign national
    1. is an accompanying family member of a foreign national who is a principal applicant on an application for permanent residence and the principal applicant meets the requirements of section 1(i); and
    2. Has submitted to an Immigration Medical Examination that meets the requirements of 1(ii) and section 2.
