Yeah, and which visa office are you even talking about? Where are you from? Canada won't just shut down all of their embassy operations worldwide unless something drastic (like maybe a war) happens.

Sorry.... I'm from India,
even though the strike was going on, some Visa officers in New Delhi and chandigarh, India was working in the embassy to process visas but from this Monday (16-09-2013) onwards all the visa officers are on strike and no application is being processed unless its applied on-line.

I got this news from a friend who is working in a student visa agency India...He said he received an email from the embassy about the situation.
He also said that from this Monday onwards its difficult to get a late arrival letter from college....unless the strike is over
