hi my father is 72. We immigrated to Canada from England in 1980. My father moved back to England 14 yrs ago and wants to move back here. Can he do it, if so how. He still has a Canadian bank account and still gets his Canadian pension. Any information would be great

Did he get his citizenship? If he did, then no problem.

If he did not he is still technically a PR, however, getting to the Canadian border is going to pose a huge challenge for him because I suspect he does not have a valid PR card, he would need to apply for a PRTD which in all liklihood would be denied and steps would then be taken to revoke his PR status. If he can get to the US, then he MIGHT be able to slip past the land border without being reported. If he does this, he can lay low and not apply for anything from CIC for at least 730 days which will bring his RO back into good standing. If he gets reported at the border, he can likely expect they will revoke his PR and ask him to leave the country.

Well then only option will be as described by Alurra 71 to fly to the US and try crossing the US land border without raising the fact he is a PR and hope not to get reported for failing the residency obligation. If reported then whilst as a PR still would be entitled to enter the country the revoke process would be started subject to appeal.

The only other drastic alternative would be to renounce his PR status and go the parent sponsorship route but given that is a lottery and is 72 really a non starter.

Or accept that having failed the RO renounce PR status apply for an ETA and a parent super visa also available to visa exempts for extended visitor visits.

Since they brought in the ETA for visa exempts one of the conseqences has been that it has become a lot more difficult for PRs who have failed the RO to enter the country given they cannot apply for an ETA so have to apply for a PRTD or renounce PR to apply for an ETA. Prior to ETA visa exempts could just jump on a plane and take their chances when reaching Canada, many just got waved through without issue.
