You may be excellent in listening but not in writing. If you read your application guide, they strongly recommend that you take IELTS unless English is your first language. I would recommend that you do that, also because then you will know exactly how many points you have for English before you apply so you will know your total points.

If you choose to provide a letter, what may happen is that the immigration officer may award you any number of points that they like, could even be zero or they may ask you to take IELTS. You will then have a time limit to take the IELTS and send the results and what can happen is that you do not get as many points as you had hoped for and end up with less than 67 points total and lose your application.

If you take IELTS before you apply, at least you will see right away what your total is and have the chance to improve your English and take IELTS again before you apply.

If give IELTS you can be sure of points, if give letter you will be at the mercy of CIC officers.

What makes you think you can explain CIC with your written english????? First improve your english then think of explaining to them.

My friends don't take IELTS because they need 14 or 16 points, but they think they cannot achieve it.

IELTS is mandatory for Canadian Immigration. If someone is saying that its optional he is making you fool. Be Careful

Hi Rizwan, there was one discussion in this forum some time ago. A person with a PhD in English from Oxford was asked to sit for IELTS. It's not an option.

It depends on the IO. If they get a letter and they are not convinced that you have at least basic English from that, they can give you zero points. If they are convinced that you have at least basic English but not convinced that you should get as many points as you claimed, they can ask you to take IELTS. If you take IELTS, you will get whatever points IELTS gave you and if you don't, they can give you whatever points they decided your English was worth.

In some cases though, people have been given some lower points without having the opportunity to take IELTS. There was a case I heard of where somebody had been teaching English as a second language for years and he got full points with a letter. Another person who had a college degree in English as a second language was told to take IELTS.
