IGNOU Post Grad. Diploma ECA

Hello Friends
I Have enrolled in a Post grad. diploma of one year with IGNOU. Please tell me which organisation will evaluate my Post Graduate One Year Diploma as 2nd degree for ECA?
Additionally, my Bachelor's Degree is under process with IQAS and is in the final review state.
Please advise.

WES and CES both will evaluate your 1 year pgd from IGNOU using provisional degree certificate.
