Hi guys, this is probably my last post in this forum. Before I leave here, I would like to share some of my experience, and I truly hope you could find it a little bit useful.
Waiting for the immigration decision is sometimes frustrating, and sending inquires to the CIC offices and being ignored makes this feeling even worse. I have experienced it, and I believe many of you are the same as well.
Ok, here is what you guys may need to try: If you immigration application has been longer than the suggested case processing timeline, you may want to contact the Members of Parliament. Usually, their assistants will help the Members of Parliament to deal with the immigration inquires, and they are very nice to people! Government offices, such as CIC, are REQUIRED to response to MP's emails/inquires. As a result, you can ask MP to send an immigration inquiry on your behalf. This inquiry will NOT get ignored, and usually the CIC offices reply to these MP's inquires fast (same day or next day)! For my case, it was three months over than the suggested timeline, and my medical would expire in 5 weeks. I send an inquiry to the MP who's taking care of my community on the night of March 29. The assistance of the MP replied my email on the next day, and she forwarded my inquiry to the CIC office on that afternoon (Friday, March 30). I got a response from CIC on the following Monday, saying my case was under final review and they would contact me in two weeks. On Tuesday, April 3, I received the PPR! So what I believe is for some cases, they are already 99% done, and the immigration officers just need to open these cases to complete the last 1% before the final decision. However, this process takes some turns. If the MP sends an inquiry to the immigration officers, it basically prompts the immigration officers to re-open you case again, and this gives you the best chance to get the last step completed.
So if your case is longer than usual, you may want to try what I have done. Once again, the Members of Parliament are very nice, and they are willing to help you!

Good luck, guys! I hope all of you will receive the PR soon!
