If vistor visa expires while application for PR

if visitor record expires while application for PR is being processed do we still have legal permission to stay in canada until the decision is made on PR ?

Outland application? You have to apply to extend it before it expires.
Inland, if you put in an application for OWP with the application, you will have implied status.

It will be online. I've never used it so I don't know. But if you have already put in your inland application you won't qualify for the OWP or implied status, in which case u have to extend your visitor visa.
