Most probably the RQ not completely reviewed yet, they just don't want to send you a test letter by accident before RQ done

The point of the "on hold" status is to stop the case from progressing to the next stage until the RQ has been reviewed. This can be inferred from OB-407. Thus, if you passed your test, your next step is supposed to be the oath, and the "on hold" status is there to block scheduling you for the oath until your RQ review is done.
