if no EE then how to immigrate to Canada

Friends seeing the EE its clear that we outsiders cant move to canada through EE . If not EE then what options do we have to immigrate to Canada . please suggest

It's certainly possible to be selected under EE if you are outside of Canada.

But remember, "Terminated programs: Federal Immigrant Investor and Entrepreneurs"
Quebec investor program/entrepreneur program is still open. Not sure if you have to speak French to be qualified.
