If my wife is appoved from outside of Canada and recieves the first of the 2 part acceptance letters, can she use that to come to Canada?
Or does that option only apply if she would recieve it from within Canada???

There is not really a first stage approval with an outland application. She can apply for a visit visa regardless of the sponsorship and see if she gets it. If not, then she must wait until she gets her PR.
