The list you posted has nothing to do with the Canadian experience class, it is for people applying under FSW without a job offer.

For CEC, the requirements are simple. Take a 2 year course (or two 1 year courses where the 2nd one is a Master), then get a skilled job and work full time for a year (1950 hours). Pass IELTS. That is pretty much it. Or.. don't do a course, just get a skilled job, work full time for 2 years (3900 hours) and pass IELTS.

Being a receptionist is not considered a skilled job and does not work for immigration. If you go to college for 2 years, I hope you will not be stuck working as a receptionist after that.

The way you see which jobs are skilled:

Look for them here: http://www5.hrsdc.gc.ca/noc/english/noc/2011/OccupationIndex.aspx

Look at the 4 digit code.

If the code starts with 0, it is skilled.
If the code does not start with 0 but the 2nd digit is 0,1,2 or 3, it is also skilled.

1414 Receptionist has the 2nd digit as a 4 and is not skilled.
