If I plan to withdraw the application, will I get full refund from IRCC for wasting my time?

I received COPR on Jan 2021. But I got a mail from IRCC to inform the travel restriction. COPR expired on May 30. I resigned my job, I cannot rejoin without knowing when would IRCC call back. I delayed my wedding because any change to marital status would delay the process. I put on hold on my life because of IRCC's discriminating policies. With pending files from 2019 onwards, I don't have much hope that they'll speed up the process. I have a pressing doubt they'll close the borders again for the oncoming third wave of pandemic. They allowed valid COPR who were lucky but discriminating other people whose COPR got expired due to IRCC'S fault. They lied they have processed "most" of copr holders files from 2020. They lied they will contact us when they didn't even after two weeks. Since IRCC failed to do what they promised, do I get to full refund from IRCC if I withdraw the application?

Am not sure if this will help, try raising a webform that you are ready to move to Canada and you will need your COPR re-issued.
