If I got a request for a document that I don't have, will I get a refund

Hi,

I'm now living out of my home country, I've collected all expected documents to submit once I get an ITA.

My question is if they requested another document or refused one of the submitted documents, will I get a refund (treated as incomplete documents) or no refund (treated as refused)?

I'm asking since it won't be possible for me to get these documents while being out of my home country.
