I'm considering a nursing program. Suppose that I decide to take it, then by the time I graduate, I can't apply for pgwp because I've already applied for one in the past. The official document seems to suggest that I won't qualify for skilled worker stream because I have to be eligible for pgwp. But they could be referring to the program itself being eligible for pgwp? Can someone clear this up? Thanks a lot!

No you would not qualify:
International Students: Work experience is not required for international graduates, with a minimum one-year degree, diploma or certificate from a New Brunswick university, college, trade or technical school, or other accredited institute
AND are eligible for a post-graduate work permit.
If you are claiming work experience in a regulated occupation that requires authorization to practice, you must demonstrate that you held a valid license from the applicable regulatory body during that period. See in previous section
The reason is that NB waives the work experience which must be related to your field. You will have no work experience nor be licensed.
