It can be done. But its easier to get it done from Canada itself. It will take hardly 2 weeks.

Do it from Indian Consulate.... i got my indian PCC from Chicago consulate in one day...

I suppose you could. Also, depending on where you are residing, the PCC processing times vary. BLS website processing times for Canada:

Don't make your parents struggle with the bureaucracy in Indian police stations.
Use BLS.
But, I highly suggest calling them before you send the application. They have some hidden forms which are not mentioned in the checklist.

BLS would be your best bet. I got mine in 2 weeks.
