If I am eligible in FSWP!

Hello there,
I already submitted a form just for confirmation, and after that they suggest me as you are eligible for FSWP so create your express entry profile. But here is my question. I didn't complete any language test like CELPP / IELTS. So, can I create my express entry profile and can apply for jobs?

No. You need ECA and language tests to submit a profile..
