If draft/credit-card charged, does it imply AOR will be issued

I 'm a CEC applicant. My application reached CEC on Oct/6/2014 and my DD cashed on Dec/30/2014. My questions are

(1) Will CIC cash the DD, if CEC cap is reached.
(2) Does cashing the DD, implies AOR will be issued.

Has anyone heard about people in the current/past whose fees cashed, but still application returned saying the cap is reached.
 
The answer is no - some folks have had their applications returned despite their drafts being cashed, etc.

Can you point me towards these guys who have because I've seen only one guy on this forum and his was received after October 20th

I really doubt, whether anyone had their CC charged OR DD cashed, after Oct/20.
