Hi,
If an individual were to overstay their visa for 1+ years and is basically illegal in Canada, can they come back to Canada after surrendering to authorities and being deported? Is it possible to file for an exemption to stay on a working visa?

1. If they are deported they require an ARC (Authorization to Return to Canada) and to get one to return as a visitor/worker is nearly impossible, as CIC is going to take the position that you didn't obey the Immigration laws the first time, so it is unlikely that you will in the future. There is no exemptions in Canada.

From what i understand as long u have valid work permit it doesn't matter if your visa is expired as long also u are not going out of Canada and if u decide to leave Canada for vacation or other reason u can apply for it single or multiple entry for u to allow to come back.

OP isn't asking about a situation where someone has a valid work permit. He's asking about a situation where someone is here illegally (past the expiry of their permit).

He/ she said visa not permit those two are different. That is only base on my experience as a worker entering in canada and my visa expired but since i have a valid work permit i can still stay and have status as long i am not going out of country and of course if u get deported that is seperate issue it depends on the ground if they will let u back or not anymore only immigration can decide for that. I am just giving my opinion asking maybe the person still have permit even visa expired.
