If a person have applied for LMO through HRDC previously, Can he/SHE apply for student visa ?? and got rejected, wud he or she be safe and eligible to apply for student visa??

1. You can always apply, but you still have to meet the criteria of funds, acceptance, proof of ties to your home country, availability of the course in home country, continuation of previous studies, before a Study permit would be issued.
2. Was it the LMO that was refused or work permit? If it was the work permit CHC/CIC is going to be skeptical that your intention is to study, but rather to work.
but do they have any record of this, how could they track it if it was a workpermit. And do they check every application specifically?????
