I've applied for SINP (OID Category) on 3rd January, 2016. My IELTS expired on 15th February, 2016.Will this create any problem on the next procedure of my application?

Kindly reappear for your IELTS... It has to be valid until you are nominated and your application reaches CIC and receive AOR.

Yes, IELTS has to be valid at the time of an ITA as far as i know.
