Unless your mother tongue is English, all your schooling home language was English, the language of work was English, you need the IELTS.

Doesnt matter if yr degree or PHD is from US or Canada, as long as u are not born a native speaker of english from US, Australia, UK or Canada, then u are not considered a native speaker of english! Many countries use English as their first language and their official language is English and yet applicants from such countries need to take ILETS to get into the canadian immigration process to get the points! So take it even if u are from one of those English official language countries or even if u have worked in US or studied in US all yr life but as long as u are not a US citizen or English native speaking countries citizen, u still have to take ILETS!
