IELTS vs TOEFL

I dont think there is any need for TOEFL if you have taken IELTS

Actually either of the two test is mandatory to check your English skills, in order to know how you will fare in an English speaking enviroment.
It's a requirement for almost all the colleges/universities and the Visa office as well. It doesn't matter which of the two tests you take, the grades you secure is all that matters. And in your case, you have good grades in IELTS. With a 7 band you can apply anywhere, provided you meet the other requirements as well.
