IELTS still needed?

I have studied in the Philippines and finished psychology. I am here in Canada now and took a one year post grad course on ABA at George Brown College. My question is, would i still need to take an IELTS as proof of my english capacity or will my certificate and grades from George Brown be enough to get the full 16 points? I needed to take an english test by the school as a requirement and passed it before I could take the course.

Yes, you still need IELTS

i called CIC to confirm this and was informed that other documents can be given other than IELTS to prove one's english capacity. but it would still be in the discretion of the officer how many points to give - either the full 16 or less. so to be assured of the full 16 points, IELTS it is =)
