I just recieved my IELTS Score (General) listed below:

Speaking 7
Listening 6.5
Reading 5.5
Writing 6.5

Total 12 points as per CIC conversion table. Does it is enough to apply for PR Canadian Experience Class for NOC 2141-A? If not, what NOC under skill level A should I apply for?

Obiously I dont want to take the test again.

If you have qualifying Canadian work experience at Skill Type 0 or Skill Level A of NOC, your test results must match the CLB/NCLC below (see chart):
1). 7 or higher for each of the language abilities, or
2). 6 for any one of the language abilities, 7 or higher for any other two of those abilities and 8 or higher for the remaining ability,

Referring to the table, I think your CLB scores are 8, 7, 6 and 8, should be good enough for your CEC application.

Is there any relationship table where I can see if my CLB marks are enough to apply for any particular NOC? I mean, going to the detailed NOC code and kowing what my CLB marks are, am I ok to apply?

Since I started my immigration process, I went to the NOC matrix and I found that my new NOC that apply to my Job description and current duties at my workplace is 1215 wich it falls in the third row from the table below. However, I need to make sure I wont be rejected because of language skills.

I will keeo looking in CIC website, any help or info is appreciated.

No, there is no table in the manner you've described. From your NOC, you determine the skill level of your job and then use the CLB table to determine whether you meet language requirements. For example, using your scores, here's how you determine your CLB level for each ability:

Speaking 7 = CLB 8 - your score is higher than 6.5(the highest score on the table) so you get CLB 8
Listening 6.5 = CLB 7 - your score is less than 7.5 and there is no 6.5, so you round down to 6.0 which is CLB 7
Reading 5.5 = CLB 6 - there is no 5.5, so you round down to 5.0 which is CLB 6
Writing 6.5 = CLB 8 - same as the highest score which is CLB 8

Your CLB levels are 8, 7, 6, 8 which meets criteria #2 below(in red)

1). 7 or higher for each of the language abilities, or
2). 6 for any one of the language abilities, 7 or higher for any other two of those abilities and 8 or higher for the remaining ability
