My Ielts results are: Listening: 7.5, Reading: 6.0, Writing: 7.0, Speaking: 8.0. (Overall Band Score of 7.0)

Is this good enough for me to apply under CEC program?

I got confused from the CIC website that there were three different levels for NOC 0 and A.

I did the eligibiligy test on CIC website, and somehow it said that I'm not eligible..
I have more than 1 year of full-time experience with NOC 0114 and have completed post-secondary diploma program in Canada.
Is that because it reached the maximum cap for this year?
Please help me..
 
I dont know which test you have taken, but CEC does not have any specific "test". It just has some guidelines for you to judge yourself whether you are eligible or not. If you have one year of continued work experience in a full time job, you are perfectly eligible to apply.

This page of CIC website shows the number of applicant towards the cap. Since you are not NOC B, yours only go toward the 8000 overall cap. It's at ~3600 now so CEC this year is not maxed yet.

As noted, as long as you have 1 year experience under a proper work permit, you are good to go with CEC.

My current title is Demand Planner, closest match is Inventory control manager with one year of experience. Can you please confirm whether I can apply in this NOC?
