After getting my bachelor's degree in India (BTech. Chem Engg. 2007-11), I successfully completed my education in New Zealand (Grad. Dip. anthropology, 2012-13, Uni of Auckland) and the United Kingdom (MSc, Evolutionary anthropology; 2014-15, Durham Uni). Moving away from research in forests to professional forest conservation and management - I have been offered an unconditional offer of admission and a fellowship offer (CA$5000) from the University of Toronto for Master of Forest Conservation (MFC) program starting on 5th of September 2016.
I was of the mind that I would not have to submit an English proficiency test (e.g. IELTS) because of my previous education in native English speaking countries (I did not need such a proof for student visa application to the UK because of my previous education in NZ - and I'd given TOEFL for NZ immigration in 2011); but all the student visa consultants I have spoken to (in Pune, my native place) have advised me to be prepared with all the documents that might be asked of me (although I was given conflicting information regarding this requirement during last month when I first inquired at a consultancy in Delhi - CEC). But, to be completely safe, I have now registered for an IELTS test and could only receive available exam date of 30th of July.
I will receive the IELTS results 13 calendar days after 30th July (i.e. 12th August). But the recommended student visa application deadline for the Sept intake is 1st of August.
So, two questions:
1) Can I apply for study permit on 12th/13th August? Or should I apply on 31st July and give proof of my IELTS attempt, then provide the scores when available? I have all the other documents ready.
2) How strict are the IELTS requirements for university study permit applications? I have not found ANY mention of IELTS requirement on the CIC website for University applicants (except a question in an application form asking whether I've given any English proficiency test or not). Is it mandatory to provide IELTS scores for everyone?
