In IELTS; at the end of each section, time is given to check answers. Can I use this time to read questions of next section?

Yes.
You can start looking at questions once they say “now turn to section 1”. After that you can do what ever you want with question booklet.
So, at the exam you can move on and read questions from the next section.
But in my case there was always one questions that I missed in 1-10, 11-20 and 21-30 so I had to use this time and try to remember or at least guess what it was.
