IELTS for MPNP-Family stream

Hi all,

does IELTS still a requirement even though we have a sponsor in Canada?
I applied for MPNP - Family stream. My uncle is sponsor. Do I need IELTS?
Because I received a letter from Manitoba request me adding missing documents. But they did't request me adding IELTS.

who can help to answer me this problem?
