IELTS exam required for Citizenship application?

Hi, My wife is holding Canada PR for 3 years and been working in Canada since then.
She got her dependent PR with me and didn't give IELTS exam for her PR.
Does she need to take one for the Canada citizenship?

1. Yes, IELTS, CELPIP, LINC or proof that her education was all in English.
