Ielts CIC confusion ??

pls let me know if IELTS needs to be sent with application to Sydney, NS with proof of funds.
if we dont send these docs , wat will the officer review? what is his role at this stage?

At the first stage you need to submit all of the documents listed on the following document checklist :

At the second stage you have to submit all of the documents listed on the visa office specific forms according to the visa office that you belong to :

choose your visa office from the following link and check the required documents : (at the bottom of the page)

his/her role is only checking whether you fall under one of the three categories announced by the minister to be eligible for processing in respect to the new rules of the FSW category.
