IELTS certificate

Hi,

I am booking IELTS exam from Australia. It says the following:

You will receive one copy of your Test Report Form*. (*Those applying to Citizenship and Immigration Canada (CIC) will receive two. You will need to provide the test centre with proof of application to CIC.)

I have two questions: Do you really need TWO copies of Test Report Form or is it just the center that I am booking the exam from that is putting this condition?

What is "proof of application" -- is it Expression of Interest?
