My partner is looking to enter Canada on a working holiday visa. He is Australian. He previously had Canadian working holiday visa in 2013. Under the old rules he could apply for subsequent working holiday visas as many times as he wanted as long as he still met the criteria. The rules seem to have change in March 2015.

The CIC website now states:

Note: As an Australian citizen, you may participate in the Working Holiday category only once. If you meet the eligibility criteria, you may participate in IEC one more time through the International Co-op (Internship) category.

If you participated in IEC before 2015, you are eligible for a final participation of up to 24 months in the category of your choice.



The wording is slightly unclear. As he participated before 2015, does the wording mean he can participate one more time? This is how I read it, but I'm not 100% sure!
