IEC - WHV - Country of residency different from country of citizenship

Hi everyone,

I have a dual citizenship (France and Jordan), but I grew up in Jordan and so my permanent residency is Jordan.
I am currently residing in Jordan, but might be moving around in the next few months.

I want to apply for the IEC WHV using my French passport, and I have completed the questionnaire with the above information. After completing the questionnaire, I was told that I am eligible for the WHV.

However, I have been reading posted questions such as "IEC - WHV application from different country than the one on my passport", and it seems like either my current residential address or my permanent residential address has to be the same as my country of citizenship (France).

My question is (given that I am not currently residing in France), do I need to go to France and fill in the questionnaire from there, submit my profile, wait for a potential ITA and then apply from there as well? Or can I fill in the questionnaire, submit my profile, and get an ITA while in Jordan, and then go to France and apply from there? Also, do you think I will need to be there while I wait to find out if my visa got approved (which can take 2 months?)

Answer is here http://www.cic.gc.ca/english/resources/tools/temp/work/opinion/experience/bilat.asp only actual common requirement is to have a mailing address in country even if not actually currently resident there. Not sure why given everything is completed online but maybe part of some security or home ties check which if not currently resident anyway.

Thank you for your response. In reference to what you said here "Although it does say need a mailing address in country of citizenship if not currently resident, what for not sure given everything is completed online but other than that I do not read that you need to be resident in France" Where did you see this? I dont see it in the link you sent previously
