IEC Open Work Permit - second participation

Hi there! I've been on hold to CIC Canada and they can't answer this question, wondering if anyone here can help.

I am a 30-year old Australian who entered Canada in 2015 on a 2-year open work permit. I am due to turn 31 in 6 weeks and therefore have applied for a second participation (using the same profile/log-in information as my original work permit). I was issued an invitation to apply, and did so, using my current Canadian address and was refused - the letter stated as I had already participated in the 2015 program, I cannot do it again.

- My issue is I am not wishing to apply for the 2015 program, but the 2016 program - to become active in 2017. Is this a mistake?
- Was I supposed to create a new profile for my application, and this refusal was because I applied with the same profile/client number?

Also, a friend was in a similar position and said she used her Australian address and implied that she was back in Australia wishing to apply for her second participation and this was approved. Has anyone had any success this way?

I have read on the CIC website that: for australians there is an exception to the rule of ONE 24-month participation: "If you participated in IEC one or more times before 2015, you may be eligible for a final participation of up to 24 months in the category of your choice." - My permit was issued in 2015, does that mean absolutely no further work permits? i find it odd that they progressed me to "Letter of Invitation to apply" when I had already listed my current work permit number on my application.

Just wanting to know if anyone has any suggestions as to why it was denied, and if there is anything I can do to reapply ASAP and possibly get approved. If I were to make a trip back to Australia and apply from there, would my application be more likely to be approved if I were "in australia" when I applied? I'm dying to stay and will do anything to make it happen!

You can participate again for another 12 months provided you participate under the co-op program.

Sorry - I didn't address the above. It means you don't qualify for another 24 month permit - your only option is another 12 months under the co-op program (assuming you meet the criteria).

The point is that only if you had participated before 2015 could you possibly apply again. You participated starting from 2015 and not before 2015 so its clear only the coop program now available to you Applying from Australia or Canada makes no difference still the same outcome. http://www.cic.gc.ca/english/work/iec/eligibility.asp?country=au&cat=wh

Its possible you got an ITA simply as result of being pulled from the pool and its the applying that resulted in the refusal due to the participation.

Unfortunately, no mistake here. You don't qualify for another IEC working holiday participation. As the guys above have stated - if your permit was approved in 2014 you could go one more.

The pool system only does very basic screenings and relies on the information that the candidate provides. There is an element of CIC relying on the applicant to only apply if they think they qualify, then it all gets checked once you actually submit the full application.
