Unless spouse applies for and qualifies for their own visa they would need to come as a visitor. If the IEC holder gets a job classified as NOC 0 A or B employee for 6 plus months then the spouse can apply for a work permit. Child dependants would need to be granted entry as visitors.

In either case a spouse or dependant children cannot be included directly in an IEC application.
