IEC 2016 - Working Holiday Permit

Hi,
I am an Australian looking to apply for IEC 2016. I understand there is a new process in place through Citizen of Immigration Canada.
With some human errors with applying for IEC 2015, does anyone know where I can get i contact with IEC directly (through telephone) or even maybe in person via consulate of the Sydney office? The case specific enquiry is about eligibilit to apply for IEC 2016.

Per your previous posts, you don't qualify to apply under the 2016 IEC program since you are already 31. The requirements in that regard are black and white. If you missed an opportunity to obtain a visa under 2015 due to human error - that opportunity is gone. CIC doesn't grant exceptions.
