ID Name -- Question about Name Change on Certificate of Canadian Citizenship

I have received the legal document of change of name for my daughter, and I know that before I apply for her passport, I must change her name on the certificate of Canadian citizenship. I read through the document checklist for application for a citizenship certificate, it includes two ID with name and DOB on them. My question is the names on these two IDs are the old name or the changed name?

IMO, it should be the changed name. However, I think you missed one small part in the instruction guide.

Note: If you’re applying on behalf of a minor who does not have two pieces of identification, or does not have a photo ID, please include an explanation letter with the application.

You can get the health card of the minor changed using the legal name change document you have received. You can submit that as proof and you explain to them that you don't have a second ID with the updated name.
