You can apply for PR immediately if you qualify (e.g. under Express Entry / FSW). Whether you are actually selected depends on the number of points you have.
Note that you will not get the 600 job offer points under Express Entry if you are in Canada under an ICT. You need an approved LMIA to get the 600 points.
