I was asked to pay "RPRF" fee

so Right to Permanent Residency, they asked me to pay it but said in the email that my application isn't approved yet (only thing still pending is Police Clearance from Mexico which takes for ever).

Is this normal?

Yeah this is normal. I paid mine straight away when I applied. Cic can't work for free lol.

Dude, I think they already have your police certificates and you are almost there.
Pay your RPRF and wait for it.
