Contact your country's embassy/consulate in Canada. They may be able to help.

Contact CBSA and state that you wish to withdraw your refugee claim. Your removal order will be become final, and as you can't afford the tickets CBSA will pay for your removal. Note that it will be a deportation order though.

Contact the IRB to withdraw the refugee claim. The CBSA will require evidence that the IRB has accepted the withdrawal of the claim.

Depending where you reside there is a new program beginning this month for assisted voluntary return. Canada will pay your way home, provide payment for family members through a third party for you to reintegrate to your country - how good is that!

You need to qualify for this program and CBSA has certain criteria that you must meet. The clock starts ticking for this as soon as the withdrawal has been accepted by the IRB so you'll want to be sure travel documents are set to go if needed etc. From the time the withdrawal is accepted you will need to be gone from Canada within 52 days so that the departure order issued to you when you made the refugee claim does ot become a deportation order so you need to time all of your steps to coincide with this timeline.

By going before the order becomes a deportation order it is possible to apply to return to Canada in the future for other programs - work, PR etc. without requiring ARC. But keep in mind it is not very common to approve that type of application. The exception would be for a sponsorship from a spouse usually and very rarely if an employer really wants someone back and makes a case for that person.
