I think i just got PPR letter? Questions!

I received an email yesterday from the manila immigration office in the Philippines. They are asking my wife to bring her passport, 2 photos and the request letter CIC sent to me along with appendix B to the local VAC office. I have two questions regarding this:

1.) Now in the letter it says if I haven't already done so, to pay the "Right of Permanent Residence Fee" or (RPRF). I recall paying a fee in the amount of $1,040 Canadian when I first submitted the application (Its only my wife I'm sponsoring) back in March of this year. I can't seem to figure out if the (RPRF) was part of this fee I already paid, can anyone clarify this for me? does that amount sound like I have already paid everything?

2.) At the end of the request letter is a "Appendix B" form. Just a simple form that asks for our names, birthdays, dependent children etc. Once you fill that out it asks for a telephone number, a complete mailing address and an email address. This is my wife's application but I'm her representative and I have been getting all correspondents from CIC sent to my email address. So instead of my wife's telephone and mailing address should it be my telephone and mailing address instead? my wife doesn't have a email address and she can't use computers very well so its just been much easier for me to handle all the emails and correspondents so I thought since I have been handling all the previous correspondents that I should be putting my contact information there instead. Am I able to do that?

My wife will pick up her passport once its complete as I do not trust the courier system in the Philippines to deliver back to her safely.

Not sure about the answer to the second question, but for question 1, yes that amount includes the RPRF.
