I have been reading conflicting information online as whether or not I can land in Quebec before going to Ottawa by road. Some say that it is ok as long as one can prove that he plans on settling outside Quebec (I don't have CSQ, and don't plan on living in Quebec).

People suggest showing the next plane ticket outside of Quebec as proof, in my case, I won't have such a thing as I would take the bus to go to Ottawa. what do you think? (I could land in Toronto but it's farther from Ottawa than Montreal is)

You can land in Quebec and go by road to Ottawa, there is no problem with this plan. Have a safe trip.

If you have proof that you are settling in Ottawa, you should be OK. Otherwise, they can refuse to land you.
