i need your help - About Manitoba Provincial Nominee Program

If I apply to Manitoba Provincial Nominee Program and paid the 75000 $ and received the visa , can I ignore Manitoba and stay in other places , I know if I do so I will lose the 75000 $ but is there a chance I lose my permanent residence ??
