I need more clarification about US police check

Regarding the Fingerprints taken
- I am new to this process, I can find the fingerprint card in the FBI site, but do we need to take any appointment in the police department for this.
Also do we need to complete the finger prints using ink, before going there. Can some one explain how this works?

If you can find a police department willing to do the prints for you (I'm told some will not do this), just take the fingerprint card with you, along with official photo identification (driver's license, passport, etc.), and they will ink your fingers and do the prints on the card for you. You then send that card, along with the completed and signed applicant information form (from the FBI website) and payment in the amount of $18 US (there is a credit card form on the FBI website you can fill out and include) to the FBI at: FBI CJIS Division – Summary Request 1000 Custer Hollow Road Clarksburg, West Virginia 26306
