I need help...Visit visa for canada?

Hello,
last year i had applied for a US visit visa as my bro was getting married in the states but i also wanted to visit Canada as my other cousin lives there.
Though i got the US visit visa for 10 years, My canada visa was rejected from india for some reason. Now this is my 2nd visit to the states after i applied my visa in July 2010 from india.
My question is that can i apply for a canada visit visa from united states and what are the chances of me getting the visa from united states. I am planning to apply it from the Buffalo office and my cousin is ready to sponser me and provide with all the document's.
Also can i go as a walk in and apply the same day?
Plz do reply as its urgent.

You don't have any ties in the US being there only as a visitor. You have a greater chance if you apply in India. Show as much "ties" as you can - good job with a reputable company, family, properties", enough reason for you to want to go back to India once your allowed visit is over.
