i need help questions about sponsoring my german wife

So i just started looking into sponsoring my wife. there is a lot of steps. I need to know a few things. We are planning on going to canada in may. I need to know can she first entre canada then we can apply for residency? or do we have to apply before leaving germany? Because on entering canada she will have a 6 months tourist visa. im just so confused i need some help.

first decide to apply for inland or outland.

1. for inland , she must be inside Canada. (Therefore she has to enter Canada first)

2. for outland, she can apply for in Canada or outside Canada. (process faster than inland)

she can apply before or after enter Canada (as fast as you can prepare all docs and forms).

if you plan to wait for her pr in Canada, she can show a proof that she has applied for outland at the the boarder.
she would receive more than a year.

she can apply for inland or outland while she is inside canada.
but if she applies for inland, she cannot leave Canada (she can leave but no guarantee to re-enter: if she reject to re-enter Canada, her inland app is cancelled then she has to start from beginning)

she is from visa exempt country, so she would not need to apply for visitor visa.
