i need help about license history in victoria

i need to get a license history in victoria for immigration in canada, but i can not get that in online because i have never hold a license in victoria.
i have stayed in victoria for 3 months and at that time i didn't drive.
so immigration of canada require me some document can proof that i didn't have driver license aand didn't drive in victoria.
i can't find the way to get that.(i already searched about that in vicroads, i couldn't. cause i dont have license number)
please let me know. how can i get that?? it is very urgent. thanks

I would be contacting VicRoads via phonecall and asking them if there is any way to prove that you do not hold a Victorian Drivers License & then email CIC with that information.
