I have valid work permit but no VISA in my passport.

Hi,

I have my open work permit (valid till June2015) obtained after completing my Master's program. Now I am in USA with a valid visa.
I want to re-enter Canada.

The problem is, when I was in Canada after obtaining the open work permit, I applied for Temporary Resident Visa to CPP Ottawa. Then I didn't receive my passport. They are claiming that they sent the passport and I should check with Canada Post but Canada Post is denying that if they would have got it, they would have delivered it. So ultimately my passport is lost.

So I applied for a new passport and got the US visa in the new passport. I have scanned copies of all documents. I also have a copy of police complaint from RCMP that I registered regarding my lost passport.

So, now for my situation can I re enter Canada with just my work permit?

The law says the following:

""There are two exceptions: you can visit the United States or Saint-Pierre et Miquelon and return to Canada without getting a new visa, as long as you:

return within the initial period authorized by the immigration officer (or)
have a valid visitor record, work permit, study permit, or a temporary resident permit (authorizing re-entry) and return within the initial period authorized by the officer."

Now I am not sure but I think I read somewhere that you need to have a expired visa as well, so seniors correct me if I am wrong (most likely I am)

so looks like you will have to do a lot of explanation but you should be okay as long as you were in states only
